A statement by AMIA Board Chair Patricia C. Dykes, PhD, RN, FAAN, FACMI: AMIA commends ONC for its thoughtful approach to ensuring that vital policies proceed on a timeline that reflects the ongoing difficulties of combating COVID-19. Given the size, severity, and scope of the COVID-19 epidemic, and the strain it’s putting on the health delivery system, some sort of compliance relief was necessary. ONC finalized a six month delay for some policies, such as information blocking compliance, and a 3 month period of enforcement discretion for all compliance dates. This approach signals to industry the necessity of continuing progress in key areas such as enhancements to certification, including harmonization on FHIR Release 4 and US CORE Implementation Guides, and Conditions and Maintenance of Certification requirements that need to be implemented to facilitate the nationwide transition to API-based information exchange. We urge ONC to monitor developer progress and implementation conditions moving forward.
