Specialties: Immediately prior to joining Philips Healthcare as Chief Medical information Officer for Patient Care and Clinical Informatics, Joe served as Chief Medical Officer at Holtz Children’s Hospital in Miami, Florida; Chief Medical Information Officer and Executive Medical Director of Aero-Medical Transport for the Jackson Health System; and Associate Chair for Clinical Affairs in the Department of Pediatrics and Professor of Clinical Pediatrics and Anesthesiology at the University of Miami, Miller School of Medicine.
Joe served as the clinical informatics leader for Jackson’s six-hospital, 2,482-bed public health system along with its integrated health care delivery network of Miami-Dade Neighborhood Health Centers, public schools, corrections facilities, and mobile clinics. In addition to managing clinical direction for one of the nation’s largest and most comprehensive children’s hospitals, Joe was responsible for clinical oversight of the roll-out of a new core enterprise EMR with CPOE, documentation, and decision support; implementation of system-wide PACS and Radiology Information Systems; and updates of the system’s best of breed Anesthesia Information System.
Joe has served in a variety of other academic and clinical leadership roles. Since 2004, Joe has been a Research Affiliate at The Massachusetts Institute of Technology, Harvard – MIT Division of Health Sciences Technology’s Laboratory of Computational Physiology, where he continues to be involved in ground-breaking advanced clinical decision support work such as Integrating Data, Models, and Reasoning in Critical Care. He also serves in the role of Senior Consultant at the Massachusetts General Hospital in Boston.
Dr Joe Frassica earned his MD from Boston University School of Medicine, and his DDS from Case Western Reserve University School of Dental Medicine. He completed residencies in Pediatrics and in Anesthesiology at the Boston City Hospital/Boston University School of Medicine and a fellowship at Massachusetts General Hospital/Harvard Medical School in Pediatric Critical Care.

Specialties: Sara Coulter is Director, Government and Industry Relations, for Philips Healthcare Patient Care and Clinical Informatics business group where she leads the development of the Health IT Policy Initiatives and Industry Relations practices and clinical advocacy efforts.
Sara is a member of the College of Health Information Management Executives (CHIME) Foundation board of directors and trustee. Additionally, she represents Philips to the Association of Medical Directors of Information Systems (AMDIS) and the American Medical Informatics Association (AMIA) Industry Advisory Council and is a member of the AMIA Public Policy Committee.
Specializing in clinical informatics and medical device technologies, Sara’s background includes product strategy as well as leading, managing, and developing clinical service lines for hospitals and physician practices. She has extensive experience working with Fortune 500 medical and technology companies in the areas of business development, strategic marketing, R&D, and sales and services development. Additionally, she has consulted for financing and investment firms focused on healthcare and information technology markets.
Sara holds a Bachelor of Arts in Healthcare Management, and is currently pursuing a Master’s degree in Healthcare Informatics. She is a member of the American College of Healthcare Executives, the American Medical Informatics Association, the Radiological Society of North America, Society of Imaging Informatics in Medicine and the Healthcare Information Management Society. Sara is a registered Radiologic Technologist with an advanced certification in Magnetic Resonance Imaging.
