IS CLINICAL PROJECT LEADER

Function

Responsible for planning and implementing Clinical Information System projects. Reports to VP, Chief Nurse Executive. The clinical project leader is responsible for ensuring Systems meet user requirements, are installed according to a plan and achieve critical outcomes. To do this, a key responsibility will be to work collaboratively with other project managers while managing day-to-day operations. Duties include establishing and monitoring project work plans and budgets, working closely with project team members to monitor individual progress and job performance, resolving (or escalating) issues, preparing project status reports and coordinating activities and priorities with users and the vendor.

Job Responsibilities

  1. Establish project timelines and milestones in collaboration with Information Systems Services project manager and project sponsor.  Utilize PC tools to develop, monitor and document projects. STANDARD:  Able to use all tools accurately and competently. Work collaboratively with other project managers, vendors and District leadership to establish project timelines and milestones.  Coaches other team members in project management skills and project requirements.
  2. Assures adherence to timelines and oversees implementation details.  Provides written notification of potential missed timelines to CNE, ISS leadership, project sponsor, and effected department leadership.  STANDARD:  Completion of all projects within the specified time.  Notification of project delays are reported prior to due date.  Project documentation is complete and error free.  Review all service requests related to projects.
  3. Submit weekly status reports on costs, timelines, milestones, and issues to CNE and project sponsor.  STANDARD: Complete weekly reports within specified time.
  4. Accurately and promptly analyze user needs, and requests related to project implementation and/or project changes. STANDARD: Analyzes, designs, develops, modifies, implements, evaluates or maintains information handling technologies that integrate and transform relevant data for identification of outcomes.  Provides documentation of requests in writing.  Works with vendor to review and determine acceptance/denial of change. Maintains documentation of all related topics.
  5. Accurately and promptly analyze impact of information technology in clinical work processes. STANDARD:  Identifies, analyses, modifies, evaluates, and/or develops alternative processes for impact of information technology implementations to clinical work processes.  Communicates issues/topics with implementation team members, CNE, and ISS leadership. Utilizes clinical practice knowledge to integrate and transform technology into workplace such that key objectives are met and clinical processes are maximized.
  6. Functions as principal communication coordinator between users, Information Systems Services, vendors and District leadership. STANDARD: Facilitates communication between groups to identify system needs, modifications and/or issues.  Complete all reporting for projects in specified time.
  7. Coordinates work of interdepartmental teams responsible for analyzing current work flows; analyzing manual and automated systems; and verifying complete and accurate replacement to those systems and/or processes. STANDARD:  Accurately identifies project needs.  Appropriate user staff included in workflow analyses.  Assures teams complete necessary work within established timeframes.  Maintains documentation of all work performed by teams.  Reports status and results to CNE and project sponsor.
  8. Maintains accurate project documentation to include but not limited to; minutes, issues reports, status reports, cost reports, benefits measurements, payment schedules, project schedules and key decisions. STANDARD:  Documentation maintained. Project documentation is complete, up to date, and error free.
  9. Identifies, documents, and resolves issues.  Works with users to prioritize requests. STANDARD:  Communicates with users and Information Systems Services. Analyses information and environment.  Presents details of topics to vendors and Information Systems Services for resolution and prioritization.  Completes all user requests for project work within the specified time.  Completion of work acknowledged through user sign-off of work completed.
  10. Oversees the installation, configuration and management of all hardware/software of information system projects as assigned. STANDARD:  Complete installation, configuration, and management of projects within the project timelines.
  11. Actively participates in benefits measurements and quality assurance audit activities. STANDARD:  Defines benefits measurements.  Assist users in the development of measurement tools.  Reports initial results through project status reporting methods.
  12. Responsible for maintaining a safe workplace. STANDARD:   100% compliance with all safety requirements.  Meets OSHA and JCAHO standards for safety.
  13. Displays attitude that supports District values and department efforts and teamwork. STANDARD:  Willingly accepts change.  Is responsive and maintains confidentiality.  Completes all assignments in a professional and cooperative manner.  Demonstrates willingness to assist co-workers whenever needed.
  14. Represents the hospital positively with appropriate speech and manner. STANDARD:  All people are treated in a polite, caring fashion.  Those with concerns are made to feel that the concern will be treated seriously.  Interchanges are handled in a professional manner so as to convey competency to deal with issues at hand.  No legitimate complaints are received concerning employee actions.
  15. Performs other duties as required. STANDARD:  In a cooperative manner, completes special assignments within allotted time.  When complete with own duties before shift end, takes initiative to ask for other assignments and/or contributes to keeping the work area professional.

Education/Experience
  • Current California Registered Nurse license.
  • Five years experience as health care practitioner.
  • Two years experience in leadership or supervision.
  • Bachelor’s Degree preferred
Qualifications

Demonstrated computer skills.  Excellent understanding of the terminology, business processes, and user issues associated with hospital clinical and non-clinical practice.  Ability to learn quickly.  Excellent interpersonal skills.  Ability to work tactfully and effectively with team members, the vendor and the user community.  Excellent written and oral communication skills.  Demonstrated analytical skills: analyze complex tasks/systems/problems, determine possible solutions, and design, implement and evaluate most effective solution.  Strong attention to detail.
