This position will manage and expand the program for data warehousing for biomedical research on the medical campus of Penn State University in Hershey, Pennsylvania.

Details: Interact regularly with project sponsors and stakeholders; use appropriate project management strategies for implementing requirements across a broad range of programs and initiatives. Conduct project management activities such as communicating with resource managers, team leads, etc. in order to track project milestones and keep the focus on delivering project commitments. Facilitate and lead the creation of project definitions, budgets, work breakdowns, rough order estimates, project plans, communication plans and project schedules to determine scope of work for assigned projects. Interact regularly with project teams for enterprise wide, multi-year projects. Research and recommend project management policies, principles, and practices. Participate in the development of effective processes and procedures. Coordinate, resolve, or assist in resolution of conflicts and other issues within and between project teams and recommend/provide solutions. Facilitate and/or conduct feasibility studies for projects and requests for proposals, and make recommendations on selections. Prepare reports and other associated project or program documentation. May serve as liaison with industry and various other groups to disseminate appropriate information. May research and recommend tools for automated project management. Coordinate activities of CM, IM, test data support, documentation management, integrated logistics support, or quality assurance with customers, team members, and subcontractors within a project or program. Provide specialized guidance to other staff or users, especially as it pertains to the use of tools for effective project management. May develop and document design standards. May supervise and organize the development of drawing packages. May prepare cost reports, and program plans. This job will be filled as a level 3, level 4, or level 5, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor’s degree or higher plus four years of related experience, or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs. Degree in Computer Science, Information Science or similar preferred.

Familiarity with the following preferred: formal ontologies, medical coding terminologies (e.g. ICD10/9, CPT4, RxNorm, etc.), data warehousing technologies, reporting technologies (e.g. business objects), parsers and software for manipulating text and data (e.g. PERL, Python, etc.). This is a fixed-term appointment funded for one year from date of hire.
